The Vice-President says that sanitation is a shared responsibility, but says there is no increase in funding for sanitation.  If he wants the population to provide more effort, he needs to also provide more funding.  It is a shared responsibility.  After all, low levels of funding is what got Ghana in the deplorable sanitation situation it is now facing...
