Introduce Non-Custodial Sentencing Policy - Mark Woyongo The Minister for the Interior, Mark Woyongo, says the practice of the courts to remand first offenders for suspected crimes needs to be re-examined, irrespective of the gravity of their offences. He said this practice has increased the number of inmates and congested the prisons. There is therefore the urgent need for the introduction of a non-custodial sentencing policy to help in the reformation and rehabilitation of criminals rather than punitive approaches.
