GOVernment Responsible for  Setting Codes of Compliance
While no government is liable to provide private toilets, they are liable to mandate and provide building codes and certain laws that force landlords to provide tenants with inhabitable, safe up to code rentals.  It is disconcerting and inhumane for a government not to have building and health codes and laws that protect the inalienable rights of its citizens.
